Public sector procurement – back in the spotlight


'Ian Taylor, Director of the North East Procurement Organisation (NEPO), takes a deep look at public sector procurement within local councils.


'More than ever public sector procurement is under the spotlight. Two current issues for procurement in local government are the implications of the Social Value Act, which comes into force next January, and the development of a National Procurement Strategy by the Local Government Association.


'This is all in the context of severe spending cut backs, alongside rising demand for public services.


'Every day we see public sector organisations expected to do more with less, and with pressure coming from all quarters to find new ways to achieve even better value for money, it seems that it is more important then ever to squeeze value from every single penny that is being spent.


'With procurement now making up 40 to 50 per cent of total local authority costs, there are questions being asked about what more can be done to increase efficiencies and make cost savings.'
